Starter problem with Tohatsu

I just bought a pontoon with a 1987 70 hp Tohatsu. When I turn the key to start, the bendix engages for a second or 2, then drops down. With the short time it turns the flywheel, it takes 20 or 30 tries to start from cold. It seems to run OK after starting, although it idles roughly. Can anyone tell me why the bendix does not stay engaged while the key is turned? Thanks.

Either the engine is frozen up, the starter/bendix is bad or you have a voltage loss to the starter.

Thanks for the reply. The engine runs fine once started. A friend thought that this motor might have a safety feature that doesn't allow you to run the starter for more than a few seconds. If this is not the case, do you know what the voltage at the starter should be when cranking the engine? Thanks again.

Depending on how hot the battery is....12 to 13.2. Anything less than 12 is a no go.
