70 hp Tohatsu has no reverse

I have a 70 hp Tohatsu -- Model # M70A2 that will not go into reverse. It seems to be stuck in forward with motor running. I don't know where to start looking for the problem. Any help?

Take your control box, control cables, control linkage and if they are okay, tear your lower unit apart.
