Honda 8hp cold starting

I have a bf8 classic and it starts hard during the initial start up. checked spark, changed whole fuel line and bulb, also cheked choke operation, new plugs fresh gas, also took carb out and totally cleaned it. after about 40 pulls it will run and then purr like a kitten. After it is started it starts first pull.

Mine is a 99, and it does the same thing. A mechanic showed me how to start it. Pull out the choke; put it in gear; pull the rope 5-6 times; put it back in the start position; and pull the cord. Last Saturday it started with 2 pulls. The Saturday before it started with 1 pull, after sitting 3 weeks.
