Honda 15 hp 2003 12 volt system

I just purchased a 2003 Honda 15 hp with low hours and it seems to be not charging at all. I used a test light to check at the output plug and at the fuse can you tell me if I need to have a battery hooked up to be getting the system to charge? rldipaolo@earthlink.net

Yes,then check the battery voltage running and not running.<br /><br />DHP
