Tilt up, then down, then refill. Several times. If it tilts all the way up, it is probably full. Aside from removing the cylinder, draining was not part of the design. You could remove the snap ring that retains the manual valve, and drain it that way. Filling and bleeding will take time and patience. Info on that is in the owners manual.
