1999 honda 25hp falls flat

Just got this motor. Guy busted the prop soon after he purchased it and left it in his shop until I got it. I cleaned carbs water pump ECT. Got on the water and 20sec in it died out. Never stopped running but maybe hitting on 2 cylinders running rough. Cleaned carbs again (still spottless) and exact same thing happened. Ran great at idle on the water 20 sec In and it starts missing. I'm getting new plugs tmro but any ideas? !! Any jets I'm missing?? Perfect idle cold and warm until I get on plane in the water.

Bad plugs. Runs like a champ now. First four stroke but I can't imagine getting rid of it until its dead. Amazing motor.
