Idle at 4500RPM. Idle screw won't do anything

Honda BF50A. Just got back from shop because I had no idle. Got the carbs cleaned. Then it wouldn't idle without Choke. Now I got it back and it idles at 4500 and won't go up or down. It sounds like I hit a wall when I change it into gear. Any tips? It's a pre 1997 Honda bf50a. Thank y'all for everything.

Disconnect all linkage from the carbs and it should idle down, if it doesn't something is keeping the throttle plate open

Go back to the shop that worked on it they should stand behind their work.

Agreed!

And I wouldn't be shifting out of neutral at 4500 RPM until it's fixed. It isn't doing your lower unit gears any good or what ever you run into.
