Motor tilt = carb leaking gas...then flooding

9.8 HP Tohatsu 2013 Model ..4 stroke.
My motor sits on my transom tilted up for traveling...
When I start it up in the yard, if I dont tilt the motor down..when I pump the bulb...gas begins flowing out of the carb, somewhere and then the engine appears that it's flooded
I then stop and put the motor in the upright running position and when I get it started, it's fine....It'll start again and again and run fine.
I think the engine has two tilt positions...one for shallow water and one higher up for trailering is that right?

Can we talk about this a minute or two.....
Why is this happening.....?
I don't think I should ever try to start the engine in the traveling position any more?

Yes only 2 positions, engine must be started while sitting upright or at shallow position, never primed or startet while being completely tilted up. Float on carb seems not to close when in that raised position and fuel overflows from carb.

You are not supposed to trailer with the motor tilted, unless you use a transom saver. The strain and shock loads can break the transom or transom bracket.
