9.9 Chrysler overheats at full throttle

Hi i have a 9.9 Chrysler and every time I go to run it on the lakes it will not spit water at full throttle and will over heat but the kicker is that when I run it in a tank it will spit water just fine. i have put new gaskets throughout the lower end and have put a new impeller in it. when ever it runs in the lake or in the tank it runs just fine and spits water great.

Is this a new setup?
Or has this motor been on the boat for a while?

its been on the boat for a while but it wasnt spitting enough water so i changed the impeller out with a new one.
