Chrysler 55 HP Model: 559B8K Magneto Ignition - No Spark

So I just picked up a boat that had a Chrysler 55 in it, the flywheel turns freely though if I try to turn it for too long (10 seconds) it slows to a revolution/sec, I have 12 volts coming through, though I am getting no spark to the plugs, I can attach pictures if needed, just let me know what would be beneficial.

First step with a magneto ignition engine is to remove the flywheel. Then clean and set the points to ,020 open at the high point of the cam. While you are under there check the condition of the magneto coils and condensers. Double check that the emergency stop switch (if it has one) has the clip attached

If the starter slows down drastically after only ten seconds, the battery is marginal.

Load test the battery.
That OK?
Do a compression test.
Then check the cable connections.
Any weak spots or corrosion on the terminals?
Then take the starter apart and clean.
That done?
Do what Frank suggested.
