Outboards are a direct drive and slipping is usually a prop problem.
If you said jumping or jerking it would probably be the clutch dog.
Mark the hub of the prop and take it for a ride.
After it slips check the marks on the hub.
If they move then it's time for a new prop.
Or a re-hub.
