Getting ready to start and run a recently purchased used 1991 70 hp force and I have serviced the motor, new rubber, bulb, impeller new gear oil, compression is good and the carb. cleaned and adjusted. My question: I have a good 70 gallon heavy duty deep tank to test the moto

What's the question??
The tank needs to be at least 3-4 inches OVER the cavitation plate.

70 gallons is too small!--at least to test the engine in gear at anything much above idle.

I have a tank for watering farm animals. 2ft wide, 2ft deep and 4ft long. It's about 102 gallons. Good for testing the motor, but like Frank said, if you want to test the motor in gear with a propeller, can't go much above idle speed. All the water gets pushed out over the edge.

Unless, you plan on using an appropriate test prop which puts a load on the motor but not forward trust.
