1975 chrysler 45hp outboard upper cylinder not igniting but still has spark and fuel

I have 1975 chrysler 45 horse outboard i got it running but its only running on the lower cylinder and i have spark and fuel going to the upper one but its not igniting im not sure what to do at this point

Check compression.....

You must have Fire/Fuel/Compression. Check the compression.
