Can anyone tell me how many gph a 1994 90 hp force should be getting

The old rule of thumb is to divide the horsepower by 10 and that is what you would get running at wide open throttle. That would relate to 9 gph for that engine. That is a rough estimate and can be improved by finding the sweet spot on your particular boat. Usually about a hundred rpm more or less over what it takes to keep it on plane.

I have a 1990 90hp on a 17 proline CC and get about 2.2-2.7 mpg while cruising at ~18knts depending on number of crew and load. Drops to around 2 over 20knts and max out just under 30kts. Its a pretty beefy and heavy 17fter though more like an 18fte

Not sure about GPH.
I have twins and it gets about 2.2 miles a gallon.
That's overall performance.
Some running at 3800-4400 about 25-6mph and slow running looking for fish.
