1997 75 hp Force outboard only starts at open throttle and cuts off

Hello I need help to solve 75 hp Force run problems. Won't stay running when brought down to idle. I replace fuel filter and fuel pump and replaced carburetor gaskets. What is my motor problems? Thanks for any help.

Idle speed has to be 750-800 in gear, in water and the plugs have to be clean.
