1984 Force 85....absolutely nothing happens when I turn the key

Little background...
I've had this boat for 8 years, has been a solid and dependable engine. My deck was "spongy" so I did some exploration and found rot everywhere, including the stringers. I am about 75% complete with a full restore from the hull up and am now turning to the engine. Purchased a new battery, cleaned the connections and went to do a test-fire but nothing...not even a half-hearted crank. I made sure the throttle handle was in the neutral position, verified I had 13.2V at the battery. I am not a mechanic, did purchase a multi-meter so I can learn how to troubleshoot some common components.

Any obvious "check this first"?

Your assistance is greatly appreciated, my family is cracking the whip on me with the warm weather and the restore getting close to being completed.

Check your engine fuse(s). Could also be a bad neutral safety switch.

Recheck all connections. Bypass starting solenoid and jump right to the starter to see if she turns over.
