1993 Force 120 hp voltage issue

Hi All,
I have a 93 Force 120 hp outboard. Sometimes at idle it will be reading 12.4v and running rough and then it will jump to 13.8 volts and go up to 14.1 volts and then idle fairly smooth. When I shut it off and restart it it will be back at 12.4 volts.
It may not go back up but stay there for a long time. I just put in a new CDI stator. Boat runs good at top end though.
Could it be my rectifier/voltage regulator?

If the rectifier/regulator is not functioning correctly, it can affect the ignition system. You can temporarily disconnect the rectifier/regulator (red wire & tape it up) to see if that makes any difference. Battery voltage will stay at a constant 12.4 volts but if the rough running issue clears up, I would suspect the rectifier/regulator. Motor will run fine with the red wire disconnected. The battery is only used to engage the starter and run any accessories (radio, depth finder etc).
