1998 Force 40 HP leaking fuel

The above engine leaks fuel from a little hole in the carb. When I pump the priming bulb up tight. The hole is located right above the fuel bowl on the starboard side of the motor. Anyone have any ideas why or how to fix. I don't notice it leaking while the motor is running. Maybe I am pumping fuel up to much, but I've never had an outboard do this before. I just bought this boat and motor. Thanks for your help in advance.

The needle valve is not closing, due to:

1. Bad needle valve or seat.
2. Crud caught between needle valve and seat preventing the needle valve from closing.
3. Float level set too high.

Thanks for the suggestions. I ordered a service manual. Hopefully that will help me adjust all the above.

It's also a good idea to have an inline fuel filter between the fuel pump and carburetor. Keeps any garbage from getting stuck between the needle valve and seat.
