You remove all four plugs and ground them so the engine can't start and you don't damage the ignition system. You set the control handle to wide open throttle. Attach the timing light pick up to the top plug --if it is an inductive pick-up clamp it around the top plug wire. Attach timing light power wires to the correct battery terminals.

Crank the engine. The center line on the flywheel (in your photo) is 30 degrees BUT the line to the right of it is 28 degrees. Timing advance at wide open throttle at cranking speed is 28 degrees before top dead center. Adjust the screw on the nose of the trigger (under the front of the flywheel) if needed. Closing the gap between the two plastic blocks retards timing. Widening the gap advances it.

Using this method, after removing the sparkplug re-attach the wire to them.

When you remove the sparkplugs, if you do not somehow attach them to the block, they will not spark and a feedback can go into the ignition damaging the CD boxes when you crank the engine..

The body of the sparkplug is grounded when screwed into the plug hole. To ground plugs not screwed into their holes either buy or make a spark tester.

You can simply wind a length of bare copper wire around each plug then stick the free end in the plug hole.

You CAN check timing with the boat running at full throttle (with someone else driving it) BUT it is more dangerous. You will be sitting at the back of the boat near the spinning flywheel and the boat may bounce. Additionally if it is sunny, it will be difficult to see the timing marks.

This is what I use.
Mine is for a 3 cylinder,you'll need to add a 4th wire.

Great fishing in that area.
This has been the worst winter for fishing I've seen since I've lived here.
Hopefully this weekend is gonna be better.
Were going out on a headboat out of Ft.Pierce on Snday.

pretty sure my controls wont let me crank the motor with the throttle lever in any other position than neutral

You are correct Hundee r1. It is a safety feature to prevent starting the motor in gear. The neutral safety switch will prevent the starter from engaging if the throttle is not in the neutral position. You can by-pass the neutral safety switch by taking a wire with two small alligator clips and connecting to the two yellow wires on the neutral safety switch, or I use a remote starter switch. I connect one lead to the small yellow wire on the starter solenoid, and the other to the battery terminal on the starter solenoid. Press the button and the starter will engage.

NOTE, you need to turn the ignition key to the ON or RUN position so that the engine ignition Kill circuit is disengaged and it generates ignition spark. Also, since the forward gear is engaged when doing this test, the propeller will spin. Be sure to stay clear of it.

Remote starter. Hook it to the positive lead and the yellow/red terminal on the solenoid.
