It ran fine last year, but when I tried to start it this year, the starter motor wouldn't turn it so I manually tried to move the flywheel and found it to be very stiff. I pulled the spark plugs and the motor turns ok. Could something be plugging the exhaust or intake making the motor vacuum locked?? I'm stumped and don't know much about two-strokes--so any help would be appreciated.

Sounds like a weak starter?
Maybe a bad battery connection?
Maybe a bad battery?
Maybe low compression on 1 or more cylinder?
Profile? Location? You might be close to someone who can help.

Like Jerry said, start by checking battery and battery cable connections.
