'87 force 85 in neutral won't advance throttle

I replaced control cables on a '87 force 85 hp. Old ones were frayed. New ones fit correctly and the shifter and throttle work smoothly. In the neutral position (lever pulled out to disengage shifter, it will move a small amount and I can't see the throttle linkage move to open the carbs. Should I see some movement in the linkage? I've had the control box out several times and in neutral the throttle control arm on the box moves freely. Is this normal?

It's probably normal as the "warm-up" lever only has about 20% of 'throw' or movement so as to keep the rpms down when at idle. If everything it working in gear, I'd leave it until I had a chance to actually start the motor and see if the fast-throttle is working or not. It probably is.

Do this as it sets up the carbs and linkage properly.
