35 hp Force shifting adjustement problems

I have 1988 35 Hp that I can't get the shifting adjusted properly. I can either get it to go into neutral and forward or neutal and reverse. If I set it right in the middle, it wont sync in to either one of them. You can hear it trying but no lock in. All the cables and linkages are tight.

Please give any related history as cable issues etc or what caused the need for the adjustment? This might give some clues to what might be causing the problem. My 1970 35 HP Chrysler is a grandfather to your model but post the leg's pic and any adjustment you have pics of as ref points (N,F,R) at coupling. They are close but I have not seen a dist ref. Lazy Me! I Pull the shift rod cotter vs going through this replacing my impeller. I doubt all legs allow this cheating.
