Is this a new problem or have you just bought the engine and are trying to start it?
Double check your wiring. The distributor can be single wire or two wire. Single wire uses points but these points only signal the CD unit. two wire is an electric eye and again, this signals the CD box. If you have a blue wire at the distributor, then the distributor is probably an electric eye with a white wire going back to the CD box.
The Blue wire from the ignition switch should connect to the blue wire to the distributor AND the blue wire to the CD box. This powers the electronics.
The red wire MUST be connected to the red terminal on the engine terminal board. There must also be a red wire from the battery side of the solenoid and another red from the rectifier/regulator. This supplies power to the capacitors inside the CD box.
