Force 1999, Throttle is stiff. Need assistance

The throttle on my boat is super stiff. Extemely difficult to accelerate and decelerate. Does anyone know what might be the issue and how to fix it?

Could be??
A bad shifter,bad cables,not hooked up right??
Start with,disconnecting the cables and see if it gets easier.
Try shifting the motor by hand when the cables are off.
Turn the prop by hand while shifting.Should be easy shifting.
Then the shifter try shifting while it's unhooked.
Possible the cables are bent,possibly they are held too tight,they should be out and have excess free play.
Not tied to all the other cables.
