slow turn over on 1997 force 120..starter??

ok guys, brand new battery and new cable from solenoid to starter that everyone says is notorious for black corrosion already replaced, starter solenoid getting 11.7 volts and when starting sometimes she turns over fast (Normal sounding) and other times i can turn the key and she sound like she has a dead battery and it turns over very slow and delayed.....i think that its the starter, battery is getting 12.6 volts and testing from positive to neg on relay it gets almost 12v so it has to be the starter right??? boat runs great and idles fine when she works ...heard the starters on the force 120s go out sometimes so i hope this will be an easy fix..help

Take the starter apart and check the brushes for wear or sticking.
A dirty /corroded starter could do this.
Then try removing the plugs and a compression test.
Post the results.

The pics were of a working very weak starter.The springs were overheated,showing old and new!!
