1998 120ELPT Mercury Tracker/Force Power Trim Gauge No Work Correctly

Hey there. I have a 1998 Nitro that is equipped with a 120hp ELPT Tracker motor. Says powered by Mercury, however, also says Force on it. Anyway, the tilt/trim indicator on the dash only moves about from 3/4 to full up. When the motor is all of the way down, it still indicates that it is 3/4 up. Any time the motor is anywhere from 1/4 up to full up, it indicates that it is all of the way up. I found the sensor on the motor, removed it and re-attached the ground wire so that it would still function. I turned the nylon nut on the back of it thinking that it may be a calibration issue, and the gauge indicated the same as when it was completely assembled. As I turned the nut, the gauge indicated anywhere from 3/4 to all of the way up. There was no position on the nut rotation that would give me any less than a 3/4 up indication on the gauge. Do I need a sensor, a gauge, or both?

Update 09-16-2011: I replaced both the gauge and the sending unit. Works fine now.
