35 HP CHRYSLER timing

Need help timing 35 hp, TDC and timing marks all line up. However, points are not on lobe of cam by long way. Advance arm from points plate will not allow enough travel to bring points into line and still hook up to throttle. Any help please. What went wrong? Not sure of exact year but engine no says chrysler.

Timing is NOT where the points are fully open, but where they make or break contact--not the top of the lobe. The setting of the points opening IS done at the high point of the cam though. Set them to .020 open at the high point and timing should be somewhere around 30 degrees advanced at wide open throttle.
