Ok. I tried the impact driver on the plug with the flat head. After two hours one side of the plug broke off level with block. The seal of the plug is not compromised so no harm done other than im screwed on adding the tell-tale. Can I drill into the cooling system somewhere else?

If you are prepared to "drill into the cooling system somewhere else", why not drill out the plug? Remember that it is pipe thread and not straight walled.
