1973 Chrysler 105, gear oil leak

Hi All,
I was fitting a boarding ladder to me boat today when I noticed an oil leak from a small hole beneath the gearbox vent plug. At first, I thought this was due to friction damage from the towing support but on closer inspection, the oil is leaking from a drilling in the gearbox housing. I have drained the gearbox oil (due for an annual change) and the oil was in perfect condition - no evidence of water contamination. My question is: what is this drilling in the gearcase for? and what is causing it to seep oil?

The oil is unburned fuel from the exhaust in the lowerleg. The hole is drilled to drain water from the leg. If not it will freez during the winter.

Could this be the same thing on a 1969 Chrysler 55Hp?
