Without anything to show relative size: If it is about 1 by 2 inches, it looks like the drive shaft seal. It sits in a steel ring at the top of the drive shaft and prevents (hopefully) the shaft from seizing in the crankshaft splines due to water intrusion.

They are easy to work off the shaft and was most likely displaced when the previous owner tried replacing the lower unit, probably after a new impeller was installed.

The part is 1" X 1 1/4", so you are probably right.

I have the same engine, and the same part came off when I removed the lower unit to change the impeller.

I put it back on top of the drive shaft and replaced the lower unit which puts it back where it belongs. I think the part was inverted from your photo (upside down).

No worries, and it seems by the photo you don't need a new one. Just put it back on the drive shaft.

But I will defer to others more in the know....
