Force by Mercury Noise when I shut off engine

Hey guys, new to boating.. and need some assistance. I bought a 18 ft fishing boat with a 95, 40 HP Force by Mercury motor on it. Motor starts fine, Runs fine, shifts fine but, when I shut off the motor there is a click, click, click noise from the prop slowing down. When the motor is shut off, and I turn the prop the same noise is made. What is this????? Could my oil in the lower unit be low?
