Outboard 120hp force replacing trim motor

I have a 1992 Bayliner Capri with a 120hp Force outboard motor. I recently had to replace the trim motor after the old one went out, but I still cannot get the motor to move up or down. Right now it is stuck in the up position; the trim motor sounds like it is working fine only its not moving the motor. Any suggestions on what the problem could be?

Most likely the hydraulic Tilt/Trim pump assy. that the motor operates is bad.

make sure the little hex drive shaft is installed inside of reservoir between motor and pump
