89 Force 125 shifting problem

any help when hooked up to hose shifts and runs fine. When put in water shifts but when I throttle up it kicks in and out like the gears are engaging.

Sounds like the ears on the clutch dog in the lower unit are worn! Get other opinions before you throw money at it though! Good Luck, max!
