changed plugs changed wires new carb kit still wont idle only starts in neutral with gas on ....... .. plugged fuel filter????? would that cause not idleing

Try adjusting the idle mixture screws a 1/4 turn counter clockwise. Did you replace the welsh plug when you rebuilt the carb or carbs? The idle circuits are where the mixture adjust screw tip is. There are three small holes in the carb that need to be cleaned with a wire and carb cleaner.
