Force '86 85 WOT bump bogging

So this is my first boat and just today I have had problems. I can run the boat at idle and up to about 3/4 throttle but at full I can only go a little ways till it bogs down. It happens faster (right away) going over a wave (bump) or turning sharply. This engine has just been rebuilt and the compression is fine. I have a feeling after reading through other posts it's something to do with the fuel lines or the pump. Can someone give me some things to look for? The bulb on my tanks seems to be about half full with gas, not real full once the engine has been running. Could this be a symptom?

maybe, hopefully, someone can give you better advice with more specific things to look at. If it were me then I'd start with simple and work towards hard. Make sure fuel tank vent isn't plugged. If rebuild didn't include new fuel pump then rebuild it anyway without even checking or troubleshooting (it's only $8 and 20 minutes). If these things check out then start looking at carbs.
