Stator Voltage Drop ?? 70HP

I have noticed as of late that while my Outboard motor is running, the voltmeter I installed in my dash has slowly been dropping and rising while at idle. I hooked up the volt meter to the wire coming from the stator to see what the output was reading. Its going from 11.8 up to 14.23.... Pictures are shown in the links. I am guessing that this would mean i need to replace the stator, I dont see why the volts would change so rapidly. Anyone with any experience with this issue, i would be very grateful for some input or maybe an attack plan. Thank You.

Is the motor surging at idle? What does the meter show if the RPM's are increased to about 1500?

I have increased the RPM's and it still has a power drain on the battery from time to time, At one point the higher the RPM's went the more drain there was on the battery.

What do you mean by power drain? We need to speak the same language.

Possible the regulator is failing.

Both have test procedures for the system.
You can call them and talk to the service techs.

Something new to report.... There are two wires coming from the stator, it appears that only one wire is producing a charge, are both suppose to put out since it generates an AC current? Im guessing the two wires are on opposite sides of the bottleneck??

The stator is only producing 2.6 AC at idle..... Once the motor picks up over 1000 rpm its reading almost nothing..... It has to be the stator as the readings should be well above 2.......... Its draining itself with the Higher RPM's. Hopefully the regulator is working properly.... I would hate to have to replace everything...

​CDI Ignition also has them.
