starting problem

1993/94 40 hp Force-new plugs , fresh gas - starter turns but engine will not start even with starting fluid. Suggestions?

At the risk of stating the obvious but are you starting with a fully charged battery and is your starter working well? I ask because these motors will not even think about starting unless a certain RPM is hit. They will not kinda lump over like a car motor will. Also, I'd avoid starter fluid in a 2 stroke. It strips off all the internal lubrication and can damage the motor. I use some pre-mix in a spray bottle.

Check make sure you have sparks. If you do then you need to check compression.

Spark and compression and fuel.
Then check the timing.
Possible the flywheel key is sheared.
