Spray a quick shot of WD in each cylinder.
Dragging starter:: weak battery(even new can be bad) load test it. bad starter(even new can be bad) rebuild it.
Bad battery cables, bad connections, bad solenoid, gears/ bearings in the lower unit seizing. Remove and see if that makes a difference?

Thanks Jerry I need to check the cables and contacts on the starter. It will spin the wheel no problem with the plugs out. Does that narrow it down at all?

Cleaned all of the contact points and it is spinning nice and fast now. Still can't get it to start. I think it's a fuel problem and the pump isn't doing it's job. I get fuel to the carb when pumping the ball but I don't think it's getting any when trying to start.

Hey Jerry, do you by chance know what type of spark plugs I should be putting in here?

No I don't.
Just replace the ones that are in there.
You have a spark tester? They're fairly cheap$6-7 and easy to use.

1967 Chrysler 55Hp with battery ignition system should have Champion L4J or equivalent.
