water pump seals

I have a 1997 75hp Force. I recently purchased a new used lower unit because old one was toast. The unit I received did not come with a water pump. So I bought a water pump kit. The only part left from water pump was the water pump base shown in photo. which was difficult to remove. So I figured I would practice on the bad gearcase first. I used a small wood chisel to dig out the old water pump base. There is a special tool for removal but the heck with that, After removing the seal on defective gearcase I then removed it on the newly purchased one. Now I get to my question! On both gearcases there was only one seal below water pump base. According to the picture there should be two. Is the picture wrong and if there are two how are the seals oriented (which is top of seal and which is bottom.

​Then you need to look and see if you can see the springs in the seal??
If so, the top seal should have the spring visable and the bottom have the spring upside down.
​You can install them spring facing each other and it shouldn't hurt anything.

​A single seal? the spring, you should be able to see it when installed.
