When I put it in reverse the motor lifts up out of the water. Is there some sort of lock for this? I do have a lock that holds the motor when you lift it all the way up. I was told by some guys at the ramp that some motors don't have a lock because if underway and locked and you hit something say goodbye...

0n my 1970 35HP Chrysler there is a clamp that clamps over a bar that will hold the motor down. It will also let the motor slip past the bar if the motor hit a stump or Etc hard enough. For tilting/loading purposes there is a knob under the motor that you pull to release the clamp. Zoom the back (attached) to see the clamp and bar. Hopefully it has not been removed. Good Luck!

Sounds like the locking mechanism is broken or maybe missing.
Find a parts diagram and you'll see the parts.
Lift your motor and take some pics of the area.
It's not real hard to fix.
Most times it's just the locking knob on the top.
