so im having trouble getting my boat to plane i was reading the manual for the triggers specs and says that the resistance on the coils is from 1200-1350 ohms so my reading on my trigger are frome white-black to brown is 1300, and white to purple is 2500 so it means is bad? also taking a visual look at the trigger looks that the plastic that covers the coils is cracked and bumpy like an expanded capacitor i just want to make sure is bad so i can order it pleas help thanks

The specs from OI.com is usually for their products.
CDI ignition is another place that has procedures for testing.
If at all possible get the Mercury specs.

A higher reading doesn't usually mean it's bad.
An "open" reading is what I'd worry about.

Do a spark check after a compression test.

IF??? You have good comp and spark.
Then I'd look elsewhere for the problem.
Start with the fuel pump and then filters.
Check the hose for soft/ mushy spots.
Then check the connectors.
Is the linkage opening the carbs correctly?

I think the 95 had a filter between the carb and the pump.
Replace or clean.

Check for water in the fuel?
