Two cycle engines uses check valves between the crankcase and the intake manifold called reeds Basically, the reeds allow fuel air mixture to pass through to fill the crankcase during upstroke of the piston and then closes to push the fuel air mixture into the intake transfer port into the cylinder during downstroke of the piston See pics but the reeds are not labeled as reeds instead it is labeled as valve in the intake port

As for the green stuff accumulating in the air covers, if this continue to happen without ever raising or tilting the engine, then it could be an indication you have broken reeds To find out which one, you need to remove the air covers and check each carb which one is blowing back fuel oil mixture while the engine is idling or running
