Stalling Engine

I have a 1988 Bayliner Capri w/a Force Outboard 85hp.
Sometimes when I try to throttle forward from neutral the boat stalls out. Not all the time but sometimes.
What's the cause?

Idle set too low.
Should be 800 in gear or about 1150-1200 in N.
Something to try: run with the hood off and see if it does it then?
If it does then you might have an exhaust leak.

It does not do it when cover off. Going to adjust idle. Thx
