Jerky Power Steering

Twin Merc 1989 4.3lx s/n OC534197 with Alpha One s/n OF162054
Only One Engine is connected on Power Steering.
My Steering Wheel is hard to turn & jerky. The pump is full of oil, I tried to bleed with no result.
The Power Steering Cylinder Ram located on the transom seems the function properly. The cylinder that follows the Steering (located on the right side)
seems to be Dry (no oil on it) compare the the one that moves the Stear Drive (it is wet oil on it).
There is a Red Plastic Cap on top of the Cylinder Unit that can be removed.
Do I have to add some Power Steering Oil in it? It is presently dry .
When I turn my Steering Wheel very fast I can feel that the Steering gets easy to turn for a second.
It gives me the impressio that ther is either Air stuck in the line or No Oil in the Cylinder Ram.
I need some help please.

Ayuh,.... With twins, usually one side is the master, 'n the other a slave,....

The side that's the master will be plumbed to the pump, 'n actually do the work,...
The slave side does nothin', 'n is just along for the ride, via a tie-bar,....

Disconnect the cable, 'n see if it's free, 'n smooth,....

Bondo, I did not have a chance to go to the boat. I will tomorrow and disconnect the cable.

This is exactly my Power Steering Ram located on my transom.
Their is a Red Plastic Cap that can be removed. Is it a filling hole for ATF Oil ?
I've inserted a Ty Wrap to see if there was oil in it and it is completly empty.

Nope,.... I believe it's just an access port,....

Unless you see a grease fittin' somewhere,... greasin' the cable inside the tube is 'bout all the lubin' it needs,....

All it's oil comes from the pump,...
