Volvo power steering problem

1990 Cruisers Inc. Volvo Penta barnagat 2530 570A/PS AQ290/DP with 700 hours. I put a new belt on V pulley, but still slips and squeals. Pump decal indicates to use 10w 30 motor oil, but had power steering fluid from previous owner. I drained and put 10w 30 oil back in system with no change.
Belt slips at idle when just touching the steering wheel. Power steering cooler lines are clear as well. I have just replaced pump with a remanufactured, and it does the same thing. Steering actuator is #852741. I think my next step would be to back flush the steering ram actuator while turning the steering wheel port and starboard to possibly remove contamination?? With engine off, steering turns easily, so there is no binding with cable or outdrive
Any advice is appreaciated, thanks in advance.

you made sure the belts are tight, correct?
