steering is not even

I have a 96 basshawk bass boat w/ a force 90 on it . not sure if its the original engine but was on it when purchased. the steering seems to turn left fully but only steers right about 2/3. it has a dual steering cable set up. . I took off steering "arm" ? off and the motor turns easily and fully both ways . wheel seems free and fairly easy to turn both directions . any help would be great ....

Try- removing the rack under the wheel. Center the motor with steering attached & reinstall.

reconnect motor steering - remove steering under wheel where its attached= in front = center engine & reinstall.

so I take off cable unit under ash , ( long rectangular box ). is the motor supposed to be turned one way or the other when I take off rack ?
