Teleflex steering problem please help

So i just purchased a 40hp yam from CL for my J16 and I'm having some troubles with the steering. The steering cable worked fine with my old 25hp honda, and the guy i bought the 40 from included the steering arm with the sale that worked fine on his boat so I'm not really sure what i have to do as you may be able to tell i don't know much about these steering systems so any help is much appreciated!

How many turns are you getting in each direction with the wheel? Disconnect the drag link arm from the cable ram and turn the wheel again and watch if it will turn the same number of turns. Also watch the ram and see if it is pulling inside the tilt tube when you turn it in the short direction.
Almost looks like the tilt tube is restricting movement. Also measure the both tubes to see if they extend the same amount from the transom clamp.

You have the wrong drag link on it, need a longer one to make it even.
