Mercury steering problem not in the cables

I have a 1984 50 hp 4 cyl. merc outboard that is very hard to steer. The cables work fine when not attached to the motor so the problem lies with the pivoting in the motor itself. Any advice as how I can fix or free-up this pivot point on the motor ? I just don't see how it comes apart.

You may not need to take anything apart, at least not just yet. Usually on the port side of the swivel is a zerk fitting for greasing the swivel/shaft. Often there is a rubber cover over the fitting. Pump some marine grease in the fitting and work the motor back and forth. Keep pumping grease until clean grease comes out of the top and bottom, you'll see it oozing out.

Yes I second GA_Boater's suggestions. It is amazing how much crud accumulates in that steering section over the years...
