Outboard Steering Tube width/length standards by HP ranges?

Stay with me - please don't ask specifics just yet. I want to learn this "at my own pace".

Q: Are there set standards of the width (or length...) of an outboard's steering tube within particular horsepower ranges?

For instance, I have an old Merc 7.5 that has a tube 6.5" in width/length. I have the bracket to an old Force 50 or 60 that has a tube width/length of 11.5".
