Steering cable rams

Hello,
Are these sleeves at the ends of Teleflex steering cables supposed to move with the cables as one piece, or are the rams supposed to freely slide in and out of them?

Ayuh,..... What yer callin' the Rams, are in fact the aft end of the steerin' cable,...

Correct. I've always thought the aft ends of steering cables are called "rams." Either way, I'm trying to learn if that outer sleeve is fixed, or designed to be telescopic.

Ok, here's some more useless info,....

The outer cable is screwed to the helm, 'n then screwed to the tilt tube, which makes it the static piece,....
That allows the inner cable to push, or pull the aft end of the cable, when the wheel is turned, causin' the motor to turn port or starboard,.....
